Our vision

Most people spend most of their time at work. Often it is not only “most of their time” but also their “best time”. It is, therefore, clear that the quality of their work influences the quality of their individual life.

This work is based on around 8 years of “observant participation” by the authors in 8 different public administration offices in Southern Italy. Focus is placed on the figure of the public employee whose work time is analysed from an individual cost/benefit point of view, seen as particularly helpful in explaining human behaviour in the work place. The benefits and costs of the work carried out, both of which are differentiated in material and non-material, provide the basis on which to respectively build individual utility and disutility functions.

The information that materialised on site meant a profile of the public employee could be drawn up characterised by the fairly flat utility and disutility curves, indicative of activity that is lacking in serious obvious risks, as well as not being particularly gratifying form a benefits point of view, almost exclusively represented by wage and one’s continuousness over time. This provides an indication of a poor quality of working life for the public employee in Southern Italy, with all the side effects that this can have on these individuals’ overall quality of life.

Beginning with several considerations by the American economist Gary S. Becker on the economic approach to analysing criminal behaviour, we attempt to cast some light on behaviours that are as common and damaging as they are often ignored and tolerated. A qualitative approach requires focusing our attention on the figure of the public employee whose behaviour is analysed from an individual cost/benefit point of view, seen as particularly helpful in explaining human action in the work place. The benefits and costs of the work carried out, both of which are differentiated in material and non-material, provide the basis on which to respectively build individual utility and disutility functions.

“(…) Ha posto in essere una complessa analisi nell’ambito di una strategia complessiva per la prevenzione ed il contrasto del rischio della corruzione e di illegalità nel cuore della sanità regionale.

E’ impegnato nel promuovere e praticare quotidianamente i principi etici e valoriali improntati sull’Anticorruzione, Trasparenza e Corporate Social Responsability nella Pubblica Amministrazione.

Gli si riconosce lo sviluppo di un pregevole studio empirico interdisciplinare intorno alla qualità della vita lavorativa dei pubblici dipendenti ed ai loro compositi modi di scegliere tra conformità e devianza. Si occupa dell’illegalità nella Pubblica Amministrazione in un’ottica pluridisciplinare, sociologica, giuridica ed economica. Gli output teorici e di ricerca hanno concorso a delineare una proteiforme meta-teoria del risk management nell’ambiente amministrativo pubblico che integra strumenti di soft regulation a fini preventivi e gestionali.
